On December 9, Fujian Provincial Public Security Frontier Corps organized and commanded Pingtan and Fuzhou Public Security Frontier Detachment to cooperate with each other, and simultaneously acted in Pingtan and Fuqing, and detected a case of Vietnamese smuggling into Taiwan Province by diversion, and arrested 31 people involved, including 4 smuggling organizers and transporters (2 from China and 2 from Vietnam), 27 illegal immigrants (all Vietnamese, 23 men and 4 women), and seized a vehicle transporting illegal immigrants.
It is reported that this is a smuggling gang with the largest number of people arrested in our province this year.
The two men have frequent contact.
Planning and organizing smuggling into Taiwan Province
Yesterday, Fujian Public Security Frontier Corps reported the detection of this smuggling case.
At the beginning of June, Fujian Provincial Public Security Frontier Corps found that Qiu Mou, a 53-year-old man from Pingtan, had frequent contacts with Vietnamese and Taiwan Province.
After further peripheral investigation by Pingtan Public Security Frontier Detachment, a smuggling gang organized by Vietnamese and Pingtan nationals gradually emerged, and border guards also learned that the gang was planning to organize a group of Vietnamese to sneak into Taiwan Province by boat along Pingtan coast.
Due to the seriousness of the case, the Fujian Provincial Public Security Frontier Corps set up a task force. Not long after, Vietnamese man Li Mou entered the sight of the task force. Li, a 33-year-old who speaks Chinese, spent some time in Taiwan Province before. In 2013, he was sent back to Vietnam for illegally staying in Taiwan Province for an extended period of time, and then he was sent back to China for attempted smuggling.
Investigators also learned that Qiu had been to Taiwan Province in 2012 in the name of visiting relatives, and was repatriated because of overstaying. During his stay in Taiwan, Qiu met many Vietnamese, including Li. The two men contacted each other many times, and planned to organize a group of Vietnamese nationals to sneak into Taiwan Province via Pingtan.
"Snakehead" has a clear division of labor
One side recruits people and the other side buys ships.
After some discussion, Qiu and Li made a detailed smuggling plan. According to the division of labor plan of the two, Li is responsible for recruiting illegal immigrants in Vietnam and taking them to Pingtan, Fuqing and other places to find a suitable time to sneak into Taiwan Province; Qiu is responsible for buying boats for smuggling, and arranging accommodation for stowaways after they arrive in Fuqing and Pingtan.
From June to November, Li hired a Vietnamese "Ma Zi" Huang, and successively recruited 27 stowaways in Vietnam. Among these stowaways, 23 were men and 4 were women, the youngest being 21 years old and the oldest being 46 years old.
Li Mou and Qiu Mou intend to sneak into Taiwan Province by means of "stowaways buying boats at their own expense, driving boats by themselves, and abandoning boats when they arrive at the shore". When Li Mou recruited stowaways, he specially chose Ruan Mou and Fan Mou who knew how to sail boats.
After the personnel were in place, Li received a deposit from each stowaway and came to Pingtan on November 28 to talk with Qiu and Du about the details of the stowaway. Du Mou has a personal face in Fuqing, mainly responsible for transporting Vietnamese stowaways to Fuqing, Pingtan and other places.
On November 29th, Li and Qiu went to Chengtou Town, Fuqing City, and bought a wooden fishing boat for smuggling from local fisherman Lin for 53,000 yuan. At the same time, Qiu and Du rented houses in Pingtan and Fuqing respectively for stowaways to use.
On November 30, Li returned to Guangxi, while Qiu and Du started to refuel the ship, buy quilts and food and put them in the rented room, waiting for the arrival of stowaways.
Frontier officers and soldiers attacked
Destroy smuggling gangs
Soon, under the arrangement of organizers, 27 Vietnamese stowaways arrived in Fuqing and Pingtan in batches with passports or border cards after entering through Youyiguan Port in Guangxi.
At noon on December 8, the first batch of 11 stowaways arrived in Honglu Town, Fuqing City, and Qiu and Du sent them to Pingtan rented house to wait for stowaways.
On the 9th, the second batch of 16 stowaways arrived in Fuqing, and 12 of them were sent to Fuqing’s rental house by Qiu and Du. At 15: 00 on the same day, Qiu Mou, Du Mou and Li Mou were preparing to send the other four people to Pingtan rented house. When the vehicle was driving to the second line of Pingtan Strait Bridge, the task force attacked Qiu Mou, Du Mou, Li Mou and the stowaway. Pingtan and Fuzhou public security frontier detachments closed their nets simultaneously, arrested 23 stowaways and an organizer Huang Mou in Pingtan and Fuqing, and seized the ships and vehicles involved in the case in Aoqian Town, Pingtan. This major smuggling case was solved.
All the stowaways involved were punished by administrative detention and a fine of 500 yuan, and four stowaway organizers were detained in criminal detention.
According to the investigators, these stowaways have contacted their relatives or friends in Taiwan Province in advance. Once the fishing boat arrives in Taoyuan, Taiwan Province, the stowaways will abandon the boat and go ashore, and their relatives and friends in Taiwan will take over the job.
At present, the case is still under investigation.
"Snakehead" and stowaways
It’s too late to regret being caught
On the afternoon of December 16th, the reporter saw "snakeheads" Li and Qiu in Pingtan Detention Center, and Vietnamese stowaways in Pingtan Detention Center.
Li stayed in Taiwan Province for 8 years, including 6 years of illegal detention, and was sent back to Viet Nam in 2013. In the first two years in Taiwan, he worked as a welder, and later changed to marble processing, earning five or six thousand yuan a month, far exceeding his monthly income when he worked in Vietnam.
After being sent back to China, Li wanted to go back to Taiwan Province to work, so he found Qiu through his friends and planned to organize illegal immigration.
Li said that he and his wife met while working in Taiwan Province. On December 6 this year, he just came out of Viet Nam, and his wife gave birth to a boy. So far, he has not seen the child with his own eyes, and his family doesn’t know about his arrest. Now he regrets it very much. As he spoke, Li’s tears kept spinning in his eyes.
Qiu, another "snakehead", appeared relatively calm after being arrested. He said that when Li called him, he thought that the other party was asking him to buy a boat, and later he realized that it was a smuggling. He also thought about reporting it, but he did not report it for fear of being implicated. In this smuggling case, Qiu mainly earned the difference in helping to buy a boat. He claimed that after a trip, he could earn more than 10,000 yuan except for buying a boat, buying oil, repairing the boat and other expenses.
It is understood that Qiu’s two sons run a fishing gear shop in partnership, and the family conditions are ok. The granddaughter is now over one year old and the grandson has just reached the full moon. Qiu said that he was arrested the first time he did this, and now he is very painful and regrets.
Chen Mou, a 33-year-old Vietnamese woman, left her old man and children at home and followed her husband to sneak into Taiwan Province to work. The couple mortgaged their house to the bank and raised the smuggling fee through a bank loan. Unexpectedly, they were arrested as soon as they arrived in Pingtan.
Among these illegal immigrants, there are husband and wife and brothers. Because of their difficult family circumstances, many people raise enough money for illegal immigrants by means of loans or borrowing money. They don’t realize that if they go out through this illegal way, they will lose not only money, but also their lives.
