After receiving the clues, the chongzhou city Commission for Discipline Inspection and Supervision immediately formed a verification team and went to Yutang Village to learn about the situation.
During the visit, the verification team learned that Jinjiang Township, chongzhou city, where Yutang Village is located, participated in the implementation of high-standard farmland construction projects in the first half of 2017, which affected the planting and harvest of some farmers’ crops in Xiaochun this season. According to the regulations of chongzhou city, the affected farmers should be compensated for the wrong planting and wrong harvest subsidies in 200 yuan per mu.

Through verification with chongzhou city Finance Bureau and Jinjiang Township Government, the verification team found that in fact, as early as February 2018, 213,600 subsidies for 422 farmers in Yutang Village had been allocated to the village. As long as it is distributed according to the statistical subsidy area, why should the village Committee of Yutang Village delay it?
Wu Shaocai, director of Yutang Village, Jinjiang Township, chongzhou city, said that the area of our village involved in wrong planting and wrong receiving subsidies was 1,068 mu, involving 422 farmers, of which 379 households confirmed that there was no objection, and the other 43 households wanted to add the vacated area of seedlings to the area of wrong planting and wrong receiving, but this did not meet the regulations, so it has not been distributed.
During the conversation, the verification team learned that the subsidy for planting by mistake and harvesting by mistake is mainly aimed at the crop planting area, and the seedling planting area does not belong to the scope of subsidy. However, because the village cadres in Yutang Village did not explain clearly to the villagers in the early stage of propaganda policy, some villagers disputed the compensation area.
Wang Chao Xu, deputy director of the Letters and Calls Office of the Supervision Committee of the chongzhou city Municipal Commission for Discipline Inspection, said that after investigation and understanding, we found that the subsidy funds had been distributed to the village as early as February 2018. Although some villagers disputed the subsidy area, most villagers had no objection. In this case, it is obvious that the uncontroversial part can be distributed first, and then other people’s work can be done. However, their village cadres are worried that the work is not good, so they will make a one-size-fits-all approach, and they will not do it for more than a year.
At present, the relevant responsible persons have been dealt with. Under the supervision of the Commission for Discipline Inspection of chongzhou city, 422 farmers’ subsidies for planting and harvesting by mistake have all been paid in place.
Since the beginning of this year, according to the arrangement of the Sichuan Provincial Commission for Discipline Inspection, the Supervision Committee of the Chengdu Municipal Commission for Discipline Inspection has carried out centralized rectification actions of formalism and bureaucracy, seriously investigated and dealt with problems such as lack of responsibility, inadequate performance of duties, inspection and research, contact with the masses, and serving the masses to cope passively.
Liao Yaoqiang, director of the Supervision Office of the Party Style and Political Style of the Supervision Committee of Chengdu Commission for Discipline Inspection, said that in the process of rectifying formalism bureaucracy, we have also unblocked the channels for mass supervision and reporting, strengthened public opinion supervision, and continued to form a shock through public exposure of typical problems and cases of formalism and bureaucracy.
