  According to the unified deployment requirements of Xinyu Municipal Party Committee and Municipal Government in Jiangxi Province, on the evening of January 31st, Yushui District Committee held a special meeting on the joint prevention and control of COVID-19 epidemic with four teams. In view of the current grim situation, it decided to implement semi-isolated management for all communities, and made a division of responsibilities for the leaders of the four teams in the district, and each district leader hung up a piece of a community.

In order to ensure the supply of daily necessities for residents during the closed period, starting from February 3rd, the branch arranged for five party member volunteers and returning teachers to go to the supermarket at 8: 30 every day to help residents purchase fresh vegetables, fruits, rice, noodles, oil and various daily necessities, and deliver them to the downstairs of 20 buildings, and then the property staff will deliver them door by door.

  At the beginning of closed management, some residents didn’t understand it. From time to time, minor contradictions, disputes and frictions occurred, and even punched cards and abused them. However, considering that it is good for the residents of the community and the city, the volunteers in party member will endure it again, and they are willing to continue to be "gatekeepers and escorts".

  Beginning in the early morning of February 1st, I led the responsible comrades of the Propaganda Department of the District Committee, the District Education and Sports Bureau, the District Media Center and the Chunlong Community, and conducted a survey on foot in 13 communities to find out the situation of epidemic prevention and control in each community.

  At 1 o’clock noon, we held a meeting in the community to analyze and compare the situation of epidemic prevention and control in Chunlong community, and made a specific division of labor for 54 cadres of three film-supporting units, and each district instructed a department-level cadre to be the team leader to clarify their respective tasks and responsibilities.

  There are more than 1,300 households with more than 4,500 people living in Lvjing Waterfront Community. After the semi-isolation was implemented in the community, we kept a close watch at the entrance of the community from February 2 to 3: although the semi-isolation was implemented, the traffic in and out of the community was as busy as usual, and the people in and out of the community were like visiting the supermarket. Residents always had various reasons to come in and out, and some residents didn’t take the epidemic seriously at all. This will definitely not work.

  Soon, the traffic volume will be greatly reduced. On the evening of February 6, several comrades of the temporary party branch discussed simply "one size fits all" and banned all vehicles from entering and leaving. In the extraordinary period, extreme measure took extraordinary measures to strictly control and strictly control. We believe that the direction should not be wrong, and it is also responsible to the higher-level party organizations and the residents.

Some said, "Other communities are not so strict. Why do you care so tightly?" Some said, "I’m going to the vegetable field to order food and eat something fresh." Some said, "I have to go for a walk in Beihu Park every day, which is an old habit for many years." … … However, considering that it is good for the residents of the community and the city, the volunteers in party member will endure it again and submit to humiliation, and continue to act as gatekeepers and escorts.

  Re-investigation of hidden dangers in residential buildings suspected of being "super communicators"

  The 20 buildings in Lvjing Waterfront Community are buildings where Huang Moumou, a suspected "super communicator" in Xinyu City, lives. There are 42 households and 163 people in this building. According to the superior deployment, the building was fully enclosed on January 29th. On the afternoon of February 2, the main leaders of the city came to the community for an unannounced visit and found that there were still management loopholes in the home isolation of 20 residents in the community. Although the entrance and exit doors of the buildings were locked, residents could take the elevator to get in and out of the underground garage.

  After learning this situation, the temporary party branch, together with the community director and the property manager, dealt with it immediately. I wanted to find a welder to seal the door of the underground garage, but it was the Spring Festival, and I heard that it was a building where "super communicators" lived. I found several masters who were afraid to come and didn’t want to come. Finally, I found Master He, who often helped the propaganda department of the district Committee, and sent a big lock to completely lock the passage of the underground garage.

  At 10 o’clock on the evening of February 3, I received a public opinion express from the main leaders of the city, saying that some netizens reported that 20 1702 households were doing business in Hubei, and a car with a Hubei license was parked downstairs, which was a potential safety hazard.

  After learning this situation, under the command of the deputy mayor of the municipal government, I led the comrades of the branch to quickly coordinate the streets, community cadres, property managers and public security police to form an investigation team, and conducted a door-to-door survey on the basic situation of the owner of Room 1702 on the morning of February 4.

  According to the information provided by the traffic police department and the situation learned at home, a family of three in Room 1702 all worked in Xinyu. In 2019, they bought a car with a Hubei license and have been driving in Xinyu. They have never been to Hubei, let alone Wuhan. Although it has been tossed for several times, everyone’s hanging heart has finally been put down.

  In order to do a good job in the isolation management of 42 households in 20 buildings, starting from February 4, six volunteers were on duty in the downstairs of 20 buildings, with one shift every five hours, to prevent a few unconscious residents from sneaking out of the building when the property personnel opened the door to deliver materials and collect garbage, and to prevent any hidden danger of virus transmission.

  After the closed management, the cars of residents in the community were parked outside when they came out, but they were not allowed to enter. At first, they were a little messy and crowded at the gate of the community and the surrounding sidewalks, and even the fire exits in the community were blocked.

  Seeing this phenomenon, I called Yuan, the detachment leader of the city traffic police detachment, to ask for support. On the morning of February 4th, the detachment arranged for the traffic police to clear the vehicles at the gate of the community, and installed four guardrails at the gate of the community in the rain to prevent the vehicles from being parked and put in disorder, thus ensuring the smooth flow of the fire exits in the community. From the afternoon of the 4th, the detachment specially sent two traffic police officers to be on duty at the gate of the Lvjing Waterfront Community.

  After a week of strict management and control, we slowly stabilized our position, and the traffic and people flow in the community dropped significantly. Whether residents went in and out of temperature monitoring and registration or parked cars outside, they became orderly.

  Residents "order" and party member cadres "run errands" to buy food

  In view of 163 totally isolated residents in 42 households in 20 buildings, the temporary party branch protects their daily supplies with care and affection. Starting from February 3rd, the branch arranged for five party member volunteers and returning teachers to go to the supermarket at 8: 30 every day to help them purchase fresh vegetables, fruits, rice, noodles, oil and various daily necessities, and deliver them to the downstairs of 20 buildings, and then the property staff delivered them door by door.

  This red vest "vegetable basket" team takes the shopping orders printed from the property office in the WeChat group every morning, ranging from 17 to 18 households to 5 or 6 households, and rushes to the supermarket to buy the same as the list. Each household is packed in bags, and each household pays the bill. It counts the materials over and over again, for fear of forgetting to buy something less, and it takes two or three hours in the bustling supermarket every day.

  In fact, purchasing materials is just one of the tasks of volunteers in party member, the "vegetable basket" team of Red vest. They help residents finish shopping every day, and they also attend the duty watch of the community, taking care of their own work at hand.   In addition to the protection of living materials, we are also very concerned about the psychological counseling of isolated residents. When I first entered the community, I asked Director He Liuying of Chunlong Community to pull me into the WeChat exchange group of 20 residents. On the one hand, actively carry out exchanges in the group, convey the latest epidemic prevention and control measures of the municipal party Committee and municipal government, the district party Committee and district government, convey some positive energy information, interact with them, and cheer everyone up to boost confidence; On the other hand, party member, a member of the Communist Party of China (CPC) in 20 buildings with 42 households and 163 residents, was called to reveal his identity through solitaire, and 24 CPC party member were found.
