With Cheng Lihua’s new job, the number of female full-time deputy secretaries of provincial party committees in 31 provinces, autonomous regions and municipalities nationwide has increased to two.

Cheng Lihua, female, Han nationality, born in April 1965, is 56 years old. She is from Gushi, Henan Province. She joined the Communist Party of China (CPC) in September 1987 and joined the work in July 1984. She graduated from the Accounting Department of Liaoning University of Finance and Economics with a bachelor’s degree in industrial accounting, and graduated from the in-service postgraduate class of the Central Party School with a postgraduate degree in world economy. Alternate member of the 19th Central Committee.
According to public information, Cheng Lihua has worked in the financial system for a long time and has worked in Qinghai, Tianjin and the Ministry of Finance.
During her tenure in Qinghai, she served as deputy director of the Budget Department of the Finance Department of Qinghai Province, director of the Cultural and Educational Administration Department, head of the Regulations Department, deputy director of the Local Taxation Bureau of Qinghai Province, deputy mayor of Xining City, and deputy director of the Finance Department of Qinghai Province.
In 2008, 43-year-old Cheng Lihua was appointed as the director of the Finance Department of Qinghai Province. In January 2013, she became the new deputy governor of Qinghai Province.
In March 2017, Cheng Lihua went to work in Tianjin across the province and became a member of the Standing Committee of Tianjin Municipal Committee. Later, she succeeded Chen Zhemin (currently the Standing Committee of Tianjin Municipal Committee and Minister of Propaganda Department) as the secretary of the Education Working Committee of Tianjin Municipal Committee. According to official website of the Ministry of Finance, Cheng Lihua assisted Liu Kun, Minister of Finance, in charge of the Department of Taxation and Administration, the Department of Administration and Law, the Department of Agriculture and Rural Affairs, the Department of Accounting, the Supervision and Evaluation Bureau, and the local supervision bureaus of the Ministry of Finance.
Like Cheng Lihua, Lan Foan has worked in the financial system for a long time.
Lan Foan, male, Han nationality, born in June 1962, is 59 years old. He is from Huidong, Guangdong Province, with a university degree and a master’s degree in management. He joined the work in August 1985 and joined the Communist Party of China (CPC) in April 1985.
Lan Foan graduated from the Finance Department of Hubei University of Finance and Economics, majoring in finance. After graduation, he became a clerk and clerk in the Central Department of the Budget Department of the Ministry of Finance. In November 1988, he parachuted into Guangdong and worked in the Guangdong Provincial Department of Finance for many years. He served as a clerk, deputy director, chief clerk, deputy director, office director and deputy director of the Budget Department of the Guangdong Provincial Department of Finance.
Later, Lan Foan served as director of Guangdong Audit Office, party secretary, secretary of Shaoguan Municipal Party Committee, and vice governor of Guangdong Province.
In March 2017, Lan Foan went to Hainan across the province and served as the Standing Committee of Hainan Provincial Party Committee and Secretary of the Provincial Discipline Inspection Commission.
According to the Southern Metropolis Daily, Lan Foan is very logical and rigorous, loves reading and keeps a low profile. His career has also been dealing with "numbers", working in the financial system for 20 years and auditing system for 8 years. He is a veritable old finance.
Familiar with party affairs and economic work
During her work in the Ministry of Finance, Cheng Lihua has repeatedly responded to the issue of individual tax reform.
In December 2018, Cheng Lihua attended the press conference to introduce the Interim Measures for Special Additional Deduction of Personal Income Tax issued by the State Council.
She said, "These reduced taxes have actually entered the pockets of ordinary people and increased the real income of residents. With more income, everyone’s willingness to consume and spending power will naturally increase, which will play a positive role in boosting market confidence and promoting high-quality economic development. "
The former deputy secretary of Anhui Provincial Committee was Xin Changxing. In July 2020, Xin Changxing traveled from Anhui to Qinghai, and now he is the governor of Qinghai Province.
