The Government Work Report in 2020 requires that 39,000 old urban communities be newly renovated, supporting the renovation of pipe networks and the installation of elevators, and developing various community services such as home care, dining and cleaning.
The transformation of old urban residential areas is not only conducive to meeting the needs of the people for a better life, but also conducive to promoting consumption, stabilizing investment and effectively expanding domestic demand. The transformation of old urban residential areas is not a new term. Many cities have already carried out this work in the 1980s and 1990s. This round of transformation of old urban residential areas is an "upgraded version" in all aspects:

The Guiding Opinions on Comprehensively Promoting the Renovation of Old Urban Residential Areas issued by the General Office of the State Council proposes that by 2022, the institutional framework, policy system and working mechanism for the renovation of old urban residential areas will be basically formed; By the end of the "Fourteenth Five-Year Plan" period, combined with local conditions, we will strive to basically complete the task of transforming old urban communities that need to be transformed before the end of 2000.

Let this old community built in the 1970 s look brand-new, and invest a lot of renovation funds.
In accordance with the principle of "ensuring basics", financial funds will focus on subsidizing basic renovation contents such as water heating roads. Improving the residential environment and introducing public services will cost a lot of money. Who will bear it?
"Residents should also make a point, and more importantly, let social forces participate." Chen Bo, secretary of the Party Committee of Jinsongbei Community, said that the three parties should share the transformation funds reasonably, and Jinsongbei Community took the lead in introducing social capital vision group to participate in the transformation.
"At present, we have invested more than 30 million yuan in renovation and started to provide property services." Liuchu, general manager of Beijing Vision Group Urban Renewal Division, said.
Although the introduction of property has initially obtained the consent of more than half of the residents, it is not easy to let the residents of the community who have not had property management for more than 40 years establish a sense of paying. However, the high payment rate of residential property fees has exceeded liuchu’s expectations. Pan Jihong is an "activist" who pays the property fee: "We first experienced the free service for several months, and really felt the convenience after the property moved in, especially during the epidemic prevention and control period."
The excellent service of the property has won the support of residents. However, the property service fee is far from covering the initial capital investment. How to calculate this account in order to make the participating social capital "meager profit sustainable"?
"The initial investment in the transformation is large and the return period is long. To make the transformation funds turn, it is necessary to calculate a long-term account." Liuchu said that the "accounting period" of the renovation of Jinsongbei Community Demonstration Zone is 20 years-it is expected that the investment will be recovered within 10 years and the profit will be realized within 20 years.
Liuchu listed a detailed list of income and expenditure: during the 20-year operation period, the core income comes from the use of idle space in the community, accounting for about 50%-street authorized enterprises to transform and upgrade 1,698 square meters of idle and inefficient space, and introduce convenient services such as pension, child care and health, so that enterprises can obtain long-term stable income through rent.
"The Jinsong model introduces not only social capital, but also an investment mechanism for social capital to achieve self-hematopoiesis and fund balance." Chen Bo said.
Compared with the development of new buildings, it is not easy to earn this money. Why should we get involved? "The period of large-scale demolition and construction has passed, and the market for transformation and renewal will be broader." Liuchu is full of confidence.
Hangzhou
"I want to change" has become "I want to change", and residents are more active in participating.
Last year, Chen Yuefen, an old man in Hangzhou, insisted on moving back to his old house, which made Zhang Jun, his son who specially took her to a new home for the elderly, puzzled: "The old man has to say that it is more comfortable to go back and live."
The residential area where Chen Yuefen lives is Hexin Village, Gongshu District, Hangzhou, which was built in the 1980s. The main reason that attracted her to move back is that the residential area has undergone aging transformation: handrails are installed beside the stairs, folding chairs are placed at the corner of each platform, and there are newly-built sunshine restaurants and barrier-free bathrooms … The newly-built rest center in the residential area welcomed 10 elderly people as soon as it opened.
Why do you change it like this? "It was all discussed by everyone in the’ Harmonious deliberation port’." Rao Wenjiu, secretary of the Party Working Committee of Harmony Street, said.
"Harmonious deliberation port" is a resident deliberation mechanism built at the beginning of the transformation. At first, some residents were not enthusiastic. Some residents are unwilling to participate in the discussion of the renovation plan, or simply disagree.
"My house is rented, and the renovation has nothing to do with me." Mrs. Zhou, who has moved, doesn’t agree to install an elevator. As long as one household disagrees, no building can be installed, which makes other old people living in the building very anxious.
In order to convince Mrs. Zhou, Zheng Guangyue, a member of the "Harmony Discussion Port", went through more than half of Hangzhou City and made dozens of visits. "Xiao Zheng took pains to reason with me and analyze the benefits of transformation. I was moved by this sincerity." Mrs. Zhou finally signed the elevator installation agreement with pleasure.
After a household survey of 3250 households in the whole community, the renovation plan of Hexin Village was finally finalized. "The elderly over 60 years old in the community account for 36%, and the demand for aging transformation is urgent. This aspect cannot be less." Zhou Cheng, secretary of the Party Committee of Harmony Community, said that the final approval rate of the scheme exceeded 2/3.
It is up to the residents to decide whether to change, what to change and how to change it. Many residents have tasted the sweetness, and in the later stage of transformation, they have taken the initiative to talk about ideas and make suggestions on the "Harmonious deliberation port".
Many residents proposed to the "Harmonious Conference Port", hoping to improve the catering service. So the community squeezed out more than 500 square meters by transforming the old carport and introduced catering institutions to create a "sunshine restaurant". "Fully consider the dining habits of residents in the community, and also provide preferential packages to the elderly in the community. Three dishes and one soup, the elderly over 60 only need 10 yuan, and the elderly over 80 only need 8 yuan. " Huang Min, the person in charge of the restaurant, said that it can serve 120 elderly people every day.
"The transformation model of co-construction, co-management, co-evaluation and sharing has changed’ I want to change’, and 718,700 old residents in the province will usher in a new life in which they participate in the transformation." Jinan

Zhang Hengzhi, deputy director of the Housing and Construction Bureau of Jinan City, said that this round of renovation of old urban residential areas includes not only basic renovation such as municipal facilities and maintenance of public parts of buildings, but also comprehensive renovation such as building new parking lots and installing elevators, as well as upgrading renovation such as increasing the supply of public services such as old-age care. To this end, Jinan has specially formulated 11 special renovation plans.
Installing elevators is a perfect renovation project that the masses are generally concerned about. Wu Junling, on the sixth floor of Building 14 in the residential area, now lives a life with elevators. "In the past, children were small, and they were too tired to climb six floors." Compared with the past and the present, he is very emotional.
"This new elevator has made a great contribution!" Deng Zhong, director of the Family Committee of the Community, said that a 70-year-old man had a sudden cerebral infarction and was quickly taken to the hospital because of the elevator, and he was finally safe.
In the transformation of old urban residential areas, the basic category should be completely changed, and the improved category and upgrading category should be transformed according to local conditions and needs.
In Yanshan Community, Yanshan Street, Lixia District, which was built in 1980s, you can see a large dining hall of nearly 1,000 square meters, with 3 fast food restaurants and 30 brunch stalls. "This place used to be an idle warehouse of a hotel. Due to the large catering demand of residents in the community, a canteen was built to cover 15,000 residents around." Zhang Yuan, director of Yanshan Sub-district Office, said.

The renovation of old urban communities is not only an important livelihood project to benefit the people and meet their needs for a better life, but also an important development project to do a solid job of "six guarantees" and fully implement the task of "six guarantees".
