Recently, the general offices of the General Office of the Central Committee of the CPC and the State Council issued the Action Plan for Promoting the Scale Deployment of Internet Protocol Version 6 (IPv6), and issued a notice requesting all localities and departments to conscientiously implement it in light of the actual situation.
The full text of the Action Plan for Promoting the Scale Deployment of Internet Protocol Version 6 (IPv6) is as follows.
In order to implement the strategic deployment of the CPC Central Committee and the State Council on building a network power, accelerate the scale deployment of the next generation Internet based on the Sixth Edition of Internet Protocol (IPv6) (hereinafter referred to as IPv6 scale deployment), and promote the evolution, upgrading and healthy innovation of the Internet, this action plan is formulated in accordance with the Outline of the Thirteenth Five-Year Plan for National Economic and Social Development, the Outline of the National Informatization Development Strategy and the Thirteenth Five-Year National Informatization Plan.
I. Significance
Internet is an important infrastructure related to national economic and social development, which has a profound impact on the global economic pattern, interest pattern and security pattern. China is the first country in the world to carry out IPv6 test and application, and has made important achievements in technology research and development, network construction and application innovation, and has the foundation and conditions for large-scale deployment. Grasping the historical opportunity of accelerating innovation and transformation of global network information technology and rapid evolution and upgrading of information infrastructure, strengthening overall planning, accelerating the scale deployment of IPv6, and building a high-speed, wide-spread, full-coverage and intelligent next-generation Internet are urgent requirements for accelerating the construction of a network power, accelerating the process of national informatization, helping economic and social development, and winning new advantages in future international competition.
(A) the inevitable trend of Internet evolution and upgrading
The global Internet based on the fourth edition of Internet Protocol (IPv4) is faced with some restrictive problems, such as exhausted network addresses and difficult to guarantee the quality of service. IPv6 can provide sufficient network addresses and broad innovation space, and it is recognized as a global commercial application solution for the next generation Internet. Vigorously developing the next generation Internet based on IPv6 will help to significantly improve the carrying capacity and service level of China’s Internet, better integrate into the Internet, share the fruits of global development, strongly support economic and social development, and win the initiative for future development.
(B) a major opportunity for innovation and development of the technology industry
Promoting the scale deployment of IPv6 is a comprehensive upgrade of the Internet technology industry ecology, which has a profound impact on the innovation and transformation of network information technology, industry and application. Vigorously developing the next-generation Internet based on IPv6 will help to improve the independent innovation capability of network information technology and the high-end development level of the industry in China, efficiently support the rapid development of emerging fields such as mobile Internet, Internet of Things, industrial Internet, cloud computing, big data and artificial intelligence, constantly spawn new technologies and new formats, promote the further prosperity of network applications, and create an advanced and open next-generation Internet technology industry ecology.
(C) the urgent need to strengthen network security capabilities
Accelerating the scale application of IPv6 provides a new platform for solving network security problems, and provides new ideas for improving the efficiency of network security management and innovating network security mechanisms. Vigorously developing the next generation Internet based on IPv6 will help to further innovate the network security guarantee means, continuously improve the network security guarantee system, significantly enhance the network security situation awareness and rapid disposal capabilities, greatly enhance the security protection level of important data resources and personal information, and further enhance the security, credibility and comprehensive governance capabilities of the Internet.
Second, the overall requirements
(A) the guiding ideology
Fully implement the spirit of the 19th National Congress of the Communist Party of China, take Socialism with Chinese characteristics Thought of the Supreme Leader in the New Era as the guide, closely focus on promoting the overall layout of "five in one" and the coordinated promotion of "four comprehensive" strategic layouts, firmly establish a new development concept, grasp the rare historical opportunity of the intergenerational leap of global network information technology and the evolution and upgrading of network infrastructure, take the coordinated promotion of IPv6 scale deployment as the main line, and take typical application transformation and characteristic application innovation as the main direction. Accelerate the upgrading of network infrastructure and application infrastructure, actively build an independent technology system and industrial ecology, realize the evolution and upgrading of the Internet to IPv6, build a new generation of high-speed, mobile, secure and ubiquitous information infrastructure, promote the deep integration of the Internet with the economy and society, build new advantages for future development, and lay a solid foundation for the construction of a network power.
(2) Basic principles
— — Overall planning and key breakthroughs. Strengthen the top-level design and overall planning, focus on key links, make efforts to make up for the shortcomings of IPv6 application, strengthen the demand-driven role of Internet application, and realize the coordinated promotion of technology, industry, network and application.
— — Government-led and enterprise-led. Strengthen the overall coordination, policy support and application guidance of the government, optimize the development environment, give full play to the dominant role of enterprises in the development of IPv6, and stimulate the market demand and the endogenous power of enterprise development.
— — Innovate and develop, and ensure safety. Adhere to development and security at the same time, vigorously promote the integration and innovation of the next generation Internet and various fields of economy and society, simultaneously promote the planning, construction and operation of network security systems, and ensure the safe, reliable and smooth evolution of the Internet.
— — Pay attention to practical results and benefit people’s livelihood. Carry out the people-centered development thought, closely focus on the expectations and needs of the people, constantly improve the level of network services, enrich the content of information services, and let hundreds of millions of people share the fruits of Internet development.
(III) Main objectives
It will take 5 to 10 years to form the independent technology system and industrial ecology of the next generation Internet, build the world’s largest commercial application network of IPv6, and realize the deep integration and application of the next generation Internet in various economic and social fields, thus becoming an important leading force in the development of the next generation Internet in the world.
1. By the end of 2018, a benign market-driven development environment has basically taken shape, with the number of IPv6 active users reaching 200 million, accounting for no less than 20% of Internet users, and fully supporting IPv6 in the following fields: commercial websites and applications with the top 50 domestic users, extranet website systems of governments and central enterprises at or above the provincial level, central and provincial news and radio and television media website systems, industrial Internet and other emerging fields; Domain name servers of domain name hosting service enterprises, top-level domain operators and domain name registration service organizations, very large Internet data centers (IDC), top 5 content distribution networks (CDN), and 50% cloud products of top 10 cloud service platforms; Internet backbone network, interconnection system between backbone networks, metropolitan area network and access network, radio and television backbone network, LTE network and services, new network equipment, fixed network terminals and mobile terminals.
2. By the end of 2020, the benign development environment driven by the market will be improved day by day, with more than 500 million active users of IPv6, accounting for more than 50% of Internet users. Private IPv4 addresses will no longer be used for new network addresses, and IPv6 will be fully supported in the following fields: the top 100 commercial websites and applications with domestic users, the government extranet website system at or above the prefecture level, and the news, radio and television media website system at or above the prefecture level; A large Internet data center, the top 10 content distribution networks, and all cloud products of the top 10 cloud service platforms; Radio and television networks, 5G networks and services, all kinds of new mobile and fixed terminals, international entrances and exits.
3. By the end of 2025, China’s IPv6 network scale, user scale and traffic scale rank first in the world. Networks, applications and terminals fully support IPv6, and the smooth evolution and upgrading of the next generation Internet will be completed in an all-round way, forming a world-leading next-generation Internet technology industry system.
(D) Development path
Follow the development path of typical applications first, moving and fixing simultaneously, and increasing the stock. Taking application as the breakthrough point and breakthrough point, we will focus on strengthening the IPv6 upgrade of typical Internet applications with many users and wide use, strengthen the innovation of characteristic applications based on IPv6, and promote the coordinated development of networks and terminals. Seize the opportunity of upgrading the mobile network and the development of fixed network, promote the development of IPv6 in both mobile and fixed networks as a whole, and realize the overall network upgrade. New network devices, applications and terminals fully support IPv6, which will accelerate the replacement of existing devices and applications and realize the smooth evolution and upgrading of all links of the next generation Internet.
Third, key tasks
(A) to speed up the upgrading of Internet application services, and constantly enrich the network information sources.
1. Upgrade typical applications. Promote network services and applications such as portals, social networking, video, e-commerce, search, games, app stores and online applications with a large number of users and a wide range of services to fully support IPv6.
2. Upgrade the websites of government, central media and central enterprises. Strengthen the demonstration and leading role of government websites, news, radio and television media websites and applications, clearly put forward specific needs to support IPv6 in relevant government procurement activities, and actively carry out IPv6 upgrading and transformation of government websites at all levels, news, radio and television media websites and extranet websites of central enterprises.
3. Innovative and featured applications. Support the innovation and demonstration of characteristic IPv6 applications with large address demand, and increase the promotion and application of IPv6 in major strategic actions such as broadband China, "internet plus", new smart cities, industrial Internet, cloud computing, Internet of Things, intelligent manufacturing and artificial intelligence.
(B) to carry out the transformation of network infrastructure, improve the level of network services.
1. Upgrade the mobile and fixed networks. Taking the commercial application of voice over LTE (VoLTE) service and fiber-to-the-home transformation as an opportunity, the LTE mobile network and fixed broadband access network supporting IPv6 will be fully deployed.
2. Promote mobile and fixed terminal applications. Newly added mobile terminals and fixed terminals fully support IPv6, and guide existing terminals that do not support IPv6 to quit the network gradually.
3. Realize the interconnection of backbone networks. Establish and improve the interconnection system between IPv6 backbone networks, upgrade and transform the interconnection nodes of China’s Internet backbone networks, and realize the interconnection between the Internet and the backbone networks of radio and television networks.
4. Expand international entrances and exits. Gradually expand the international gateway bandwidth of IPv6, and realize efficient interconnection with the global next generation Internet on the premise of ensuring network security.
5. Upgrade the radio and television network. Taking the construction of the national cable TV interconnection platform as an opportunity, we will accelerate the support of IPv6 for platforms, networks and terminals in the field of radio and television, and promote business innovation and upgrading in the field of cultural media.
(3) Accelerate the transformation of application infrastructure and optimize the capacity of traffic scheduling.
1. Upgrade the Internet data center. Strengthen the construction of Internet data center access capacity, complete the transformation of Internet data center intranet and exit, and provide users with IPv6 access channels.
2. Upgrade the content distribution network and cloud service platform. Accelerate the IPv6 transformation of content distribution networks and cloud service platforms, and comprehensively improve the capacity of IPv6 network traffic optimization and scheduling.
3. Upgrade the domain name system. Accelerate the comprehensive transformation of the Internet Domain Name System (DNS), build the full-chain IPv6 support capability for domain name registration, resolution and management, and carry out innovation and experiment of a new root domain name service system for IPv6.
4. Build a monitoring platform. Build a national monitoring platform for IPv6 development, comprehensively monitor and deeply analyze the development of Internet networks, applications, terminals, users and traffic, and serve to promote the scale deployment of IPv6.
(4) Strengthen network security and safeguard national network security.
1. Upgrade the security system. Further upgrade and transform the existing network security system to improve the network security situation awareness, rapid disposal, investigation and strike capabilities.
2. Strengthen address management. Coordinate the management of IPv6 address application, allocation and filing, strictly implement the IPv6 network address coding planning scheme, and jointly promote IPv6 deployment and network real-name registration system.
3. Strengthen safety protection. Carry out the work of network security level protection, personal information protection, risk assessment, notification and early warning, disaster backup and recovery for IPv6.
4. Build the security guarantee capability in emerging fields. Strengthen the research on network security technology, management and mechanism in the fields of industrial Internet, Internet of Things, Internet of Vehicles, cloud computing, big data and artificial intelligence under the IPv6 environment, and enhance the network security guarantee capability in emerging fields.
(E) Breaking through key cutting-edge technologies and building an industrial ecology of independent technologies.
1. Strengthen the research and development of key technologies of IPv6. Support key technological innovations such as network transition, network security and new routing, support the research and development of core equipment systems such as network processors, embedded operating systems, important application software, terminals and network equipment, security equipment and systems, and network measuring instruments, and strengthen the development of IPv6 technical standards.
2. Strengthen the network frontier technology innovation. Handle the relationship between IPv6 development and network technology innovation, and the long-term evolution of the Internet, and strengthen the top-level design and overall planning of the next generation Internet. Advance the research and development of new network architecture, addressing routing, network virtualization, network intelligence, IPv6 security and trust system, speed up the construction of major scientific research infrastructure such as national future network test facilities, support the construction of innovative platform for advanced network infrastructure of IPv6 next generation Internet, and further increase the support for basic, forward-looking and innovative research on the network.
Fourth, the implementation steps
(1) Key tasks in 2017-2018
1. Internet applications
(1) typical Internet application upgrade. Encourage and support domestic leading Internet enterprises to formulate and publish the IPv6 upgrade plan for mainstream Internet applications, and clarify the annual work schedule during the Thirteenth Five-Year Plan period. Promote enterprises to complete the IPv6 transformation of mainstream Internet portals, social networking, video, e-commerce, search, games and other applications, and encourage and support commercial websites and applications with the top 50 domestic users to support IPv6 access. Promote domestic mainstream Internet browsers, e-mail, file downloads and other application software to fully support IPv6. To complete the upgrade of mainstream mobile application stores, new online and new versions of mobile Internet applications must support IPv6. In the case of IPv4/IPv6 dual-stack connection, all the above applications should be accessed by IPv6 connection first.
(2) IPv6 transformation of government websites at or above the provincial level. Initially complete the transformation of the national e-government extranet, and complete the transformation of the portal websites of central ministries and commissions and provincial governments. The newly-built e-government system, information system and service platform fully support IPv6.
(3) IPv6 transformation of news and radio and television media websites above the provincial level. Complete the transformation of the central and provincial news media portals, and build a new news and radio and television media network information system to fully support IPv6.
(4) IPv6 transformation of the central enterprise website. Complete the transformation of the central enterprise portal website and public-oriented online service window, and accelerate the IPv6 transformation of internal networks and applications such as enterprise production management information system. System servers such as portals, mobile Internet applications (APPs) and application stores of basic telecommunications enterprises fully support IPv6.
(5) Application of IPv6 in new smart cities. IPv6 technology is adopted in system construction in social governance, public security video surveillance, safety production, health care, education, social security and other fields to accelerate the promotion of information benefiting the people.
(6) IPv6 application of industrial Internet. Select typical industries and key enterprises to carry out network transformation of factories and enterprises, innovate industrial Internet applications, and build an IPv6 standard system for industrial Internet.
2. Network infrastructure
(1) IPv6 upgrade of 1)LTE network. Carry out the end-to-end IPv6 service carrying capacity building of LTE networks, and promote the full support of IPv6 in LTE networks, services and terminals. The scale of mobile Internet IPv6 users is not less than 50 million.
(2) IPv6 interconnection of backbone network. Promote the IPv6 upgrade of interconnection nodes in China’s backbone network, and the interconnection bandwidth between networks based on IPv6 will reach 1Tbps, thus achieving efficient interconnection.
(3) Transformation of MAN and access network. Basic telecom enterprises have completed the IPv6 upgrade of MAN and access network, improved the network management and support service system, and opened commercial IPv6 broadband access services for public users and government and enterprise customers.
(4) International gateway construction of 4)IPv6 network. Expand and upgrade the international entrances and exits of the Internet to ensure the effective transfer and intercommunication of Internet IPv6 traffic.
(5) IPv6 capacity building of radio and television networks. Accelerate the construction of IPv6 backbone network of radio and television, upgrade and transform the cable TV access network in the eastern and central regions, and promote the construction of radio and television application infrastructure and demonstration of IPv6 application.
(6) Upgrade of mobile and fixed terminals. The mobile terminals and fixed terminals collected by basic telecom enterprises fully support IPv6, and the broadcast and television convergence terminals supporting IPv6 are promoted.
3. Application infrastructure
(1) IPv6 upgrade of very large data center. Carry out the transformation of super-large data center and complete the upgrade of related systems.
(2) IPv6 upgrade of content distribution network and cloud service platform. Promote the upgrading of 50% cloud products of the top 5 content distribution networks and the top 10 cloud service platforms, and form the IPv6 traffic optimization scheduling capability.
(3) IPv6 upgrade of domain name system. Carry out the transformation of important Internet application infrastructure such as domain name system, and promote the domain name servers of domain name registration service agencies, top-level domain operators and domain name hosting service companies to fully support IPv6 access and resolution.
(4) Experimental demonstration of 4)IPv6 root domain name service system. Promote the introduction of root mirror server to further improve the resolution performance of domain name system. We will carry out technological innovation in the new root domain name service architecture and application, build experimental verification network facilities with a certain scale, and carry out application demonstrations.
(5) Construction of 5)IPv6 development monitoring platform. Build a national monitoring platform for IPv6 development, and form real-time monitoring and analysis capabilities for key development indicators such as networks, applications, terminals, users and traffic, and regularly publish IPv6 scale deployment monitoring reports.
4. Network security
IPv6 network security improvement plan. Upgrade and transform the existing network security system, and improve the ability to support IPv6 address and network environment. Strictly implement the IPv6 network address coding planning scheme, strengthen the management of IPv6 address filing, jointly promote IPv6 deployment and network real-name registration system, implement technical interface requirements, and enhance the ability of IPv6 address accurate positioning, detection and quick disposal. Carry out the work of network security level protection, personal information protection, risk assessment, notification and early warning, disaster backup and recovery for IPv6. Carry out research on network security technology, management and mechanism in the fields of industrial Internet, Internet of Things, cloud computing, big data and artificial intelligence under IPv6 environment.
5. Key cutting-edge technologies
Next generation internet technology innovation project. Continuously improve the technical standard system of IPv6, and strengthen the research and development of core technologies such as network routing, network transition, network management, network intelligence, network virtualization and network security based on IPv6. Accelerate the research and development of independently controllable core equipment systems such as network processors, embedded operating systems, important application software, terminals and network equipment, security equipment and systems, and network measuring instruments and meters supporting IPv6. Strengthen the new network architecture and key technology innovation of the next generation Internet, and explore the evolution direction of network facilities. Accelerate the construction of national future network test facilities, and actively carry out test verification and application demonstration of new network technologies and applications.
(2) Key tasks in 2019-2020
1. Internet applications
(1) Internet application upgrade (rolling). Continue to encourage and support mainstream Internet portals, social networking, video, e-commerce, search, games and other applications, as well as IPv6 upgrade and application deployment of mainstream mobile application stores, Internet browsers, e-mails, file downloads and other applications. Encourage and support the top 100 domestic commercial websites and applications to support IPv6 access. In the case of IPv4/IPv6 dual-stack connection, all the above applications should give priority to IPv6 access.
(2) IPv6 transformation of government websites at or above the prefecture level. Continue to promote the upgrading of the existing e-government system, and fully complete the upgrading of the e-government extranet. Complete the upgrading of government portals at or above the prefecture level. Complete the transformation of public management, people’s livelihood and public welfare service platforms in the fields of comprehensive management, finance and medical care.
(3) IPv6 transformation of news and radio and television media websites at or above prefecture level. Complete the upgrading of news and radio and television media websites at or above the prefecture level, and fully support IPv6 for new services and applications.
(4) IPv6 application of industrial Internet (scrolling). Continue to carry out the network transformation of factories and enterprises, promote the scale deployment of innovative applications of industrial Internet, and constantly improve the relevant standards of IPv6 application, management and security of industrial Internet.
2. Network infrastructure
(1) IPv6 interconnection of backbone network (rolling). Add and expand the interconnection nodes of IPv6 backbone network in China, and the interconnection bandwidth reaches 5Tbps.
(2) Expansion of international entrances and exits of 2)IPv6 network (rolling). Continue to expand the international entrance and exit of IPv6 network, and further enhance the interoperability with the international next generation Internet.
(3) IPv6 capacity building of radio and television networks (rolling). We will improve the IPv6 backbone network of radio and television, upgrade and transform the cable TV access network in the western region, and basically realize the whole-process IPv6 deployment of radio and television content, platform, network and terminal.
(4) Mobile and fixed terminal upgrades (scrolling). Fully deploy mobile terminals, fixed network terminals and radio and television convergence terminals supporting IPv6, and accelerate the elimination and replacement of existing terminals.
3. Application infrastructure
(1) IPv6 upgrade of data centers above large scale (rolling). Carry out the transformation of large-scale or above data centers, complete the upgrading of related systems, and realize the coordinated development with network infrastructure.
(2) IPv6 upgrade of content distribution network and cloud service platform (rolling). Complete the transformation of all cloud products of the top 10 content distribution networks and the top 10 cloud service platforms, and form the optimal scheduling ability of IPv6 traffic.
(3) Construction of 3)IPv6 development monitoring platform (rolling). Increase monitoring indicators and objects, and constantly improve the function and performance of the monitoring platform. Regularly evaluate the development of IPv6 in enterprises, industries and regions.
4. Network security
IPv6 network security improvement plan (rolling). Continuously upgrade and transform related network security systems. In-depth implementation of the network security level protection system, network real-name registration system and IPv6 address filing management measures, continue to carry out related network security technology, management and mechanism research, strengthen network data security management and personal information protection capabilities, and ensure network security.
5. Key cutting-edge technologies
Next generation Internet technology innovation project (rolling). Continue to carry out technical research and industrialization of chips, operating systems, terminals, network equipment and security systems supporting IPv6. Further accelerate the innovation of new Internet architecture, new addressing and routing, endogenous network security, network virtualization and other frontier basic technologies, strengthen the experimental verification and application demonstration of new network technologies and applications, continuously improve the productivity transformation level of innovation achievements, significantly enhance the independent innovation capability of network information technology, and form the first-Mover advantage of network technology in the future.
V. Safeguards
(1) Strengthen organizational leadership. Establish a collaborative promotion mechanism for departments such as network information, development and reform, industry and informatization, education, science and technology, public security, security, press, publication, radio and television, strengthen overall coordination, clarify the division of responsibilities, strengthen cooperation among departments, industries and regions, solidly promote the implementation of the action plan, and study the key tasks of promoting IPv6 scale deployment. Improve the expert consultation system, give full play to the role of investigation and decision-making consultation, and provide high-quality advice. Encourage industry organizations and third-party organizations to participate extensively and improve the communication and coordination mechanism between government and enterprises.
(2) Optimize the development environment. Co-ordinate funds, increase support, guide social capital investment, give full play to the main role of enterprises, and promote the development of IPv6 technology innovation, infrastructure transformation, application deployment, security and other fields. Promote the establishment of interconnection and settlement system between IPv6 networks, study and introduce preferential measures for IPv6 terminals and traffic, and guide users to migrate to IPv6. Accelerate the construction of next-generation Internet-related disciplines, increase the training of next-generation Internet technology, management and international governance talents, and establish an international talent echelon.
(3) Strengthen standardized management. Improve the management requirements of Internet websites and mobile Internet applications, and guide and promote enterprises such as Internet information services, content distribution networks, cloud services, mobile virtual operations and broadband access to support IPv6 in systems and services. Improve government procurement requirements, and make clear that relevant equipment, systems and services support IPv6. In the performance evaluation of basic telecommunications enterprises, support and encourage enterprises to actively carry out IPv6 related work. Improve the detection requirements of IPv6 when equipment enters the network. Improve the evaluation and certification system of IPv6 support for networks, applications and terminals, and regularly carry out evaluation of enterprise, industry and regional applications.
(4) Deepening international cooperation. Closely follow the research, experiment, technology, industry and application of the global next generation Internet. Strengthen cooperation with the International Organization for Standardization, actively participate in the formulation of standards related to the next generation Internet, expand the international influence of China standards, and jointly promote the process of international standardization. Promote Chinese institutions and organizations to play a greater role in international basic resource management organizations, enhance cooperation and exchanges between governments and enterprises, establish a more scientific and reasonable IPv6 address allocation and Internet domain name management mechanism, and promote the construction of a new international governance order for the next generation Internet.
