CCTV News:On June 25th, the State Council held a press conference on "Liaoning Practice of Overall Revitalization and All-round Revitalization". In response to a reporter’s question, Chen Qiufa, secretary of the CPC Liaoning Provincial Committee and director of the Standing Committee of the Liaoning Provincial People’s Congress, said that in the past period, Liaoning’s political ecology was seriously damaged, and an important factor was the problem of selecting and employing people. Therefore, Liaoning regards selecting and employing people as a breakthrough to purify and repair the political ecology.
Chen Qiufa introduced that strictly administering the party in an all-round way is an important political guarantee for revitalization and development. In recent years, we have resolutely implemented the spirit of the important instructions of the Supreme Leader General Secretary and the major decision-making arrangements of the CPC Central Committee to manage the party and the party, taking party building as the greatest achievement, and putting the requirements of comprehensively and strictly administering the party throughout the whole process of all work, thus providing a strong political guarantee for revitalization and development. We have mainly focused on the following aspects:
First, insist on putting political construction first. We have conscientiously studied and implemented "Several Provisions of the Political Bureau of the Communist Party of China (CPC) Central Committee on Strengthening and Maintaining the Centralized and Unified Leadership of the CPC Central Committee" and "Opinions of the Central Committee of the Communist Party of China on Strengthening the Party’s Political Construction", and we have also formulated and issued measures for implementation in our province, educating and guiding cadres in party member province to firmly establish "four consciousnesses", strengthen "four self-confidences" and resolutely achieve "two safeguards". We will do a good job in the implementation of the spirit of the important instructions of the Supreme Leader General Secretary in Liaoning, and comprehensively implement the tasks of the central inspection, the central environmental protection inspector, the marine inspector, and the central special struggle against evil. We will carry out the Party’s mass line education and practice activities, the special education of "three strictness and three realities", the study and education of "two studies and one doing" and the theme education of "Do not forget your initiative mind, bearing in mind the mission", earnestly do a good job in activities such as "learning the important speeches of the Supreme Leader General Secretary, stressing honesty, understanding rules, observing discipline, boosting morale and promoting revitalization", and continue to "supplement calcium" and "cheer" for the majority of party member cadres. Carry out warning education in depth, and resolutely eliminate the bad influence of Bo Xilai and Wang Min’s pernicious influence and Liaoning’s systematic canvassing and bribery.
Second, establish a correct orientation for selecting and employing people. In the past period, Liaoning’s political ecology has been seriously damaged, and an important factor is the problem of selecting and employing people. We regard the selection and employment as a breakthrough to purify and repair the political ecology, thoroughly implement the party’s organizational line in the new era, conscientiously implement the standards for good cadres in the new era, and organize the formulation of various cadre management regulations. In recent years, we have formulated four management regulations for the promotion of party and government leading cadres, leaders of public institutions, leaders of provincial enterprises, and inspectors and deputy inspectors, and introduced 10 working methods such as daily understanding, analysis and judgment, motion brewing, communication and recommendation, actual assessment, annual assessment, appointment and dismissal talks, and cadre exchanges. In terms of cadre management, it has been institutionalized and standardized. Set up and light up the orientation of correctly selecting and employing people. Coordinate the resources of cadres in the province. Since October last year, 75 leading comrades of party and government in counties and districts have been newly appointed to promote cross-regional and cross-departmental exchanges of cadres. Practical exercise is the best training. In recent years, we have sent a large number of young cadres to take exercise, including more than 200 at the grass-roots level, more than 100 in Tibet and Xinjiang, and 12,000 in rural areas, so that they can experience the wind and rain, see the world, strengthen their bones and muscles and grow their talents in the front line of revitalization and development. We will implement the "Three-year Action Plan for the Comprehensive Revitalization of Talent Service" and the "Plan for Revitalizing Talents in Liaoning" to promote the training, introduction and use of talents as a whole and help revitalize Liaoning.
Third, focus on strengthening the grassroots to lay the foundation. We have formulated and promulgated a three-year action plan for grass-roots party building, carried out actions to improve the quality of grass-roots party building, and promoted all-round progress and all-round Excellence in the construction of grass-roots organizations. In-depth development of "party building+business environment construction" and standardization construction of party branches, organized and carried out "big learning, big inspection, big standardization and big promotion" activities, which promoted the expansion and quality improvement of grassroots party building. Select the best and strengthen the secretary of the grassroots party organization, and build a grassroots leadership team with reasonable structure, adaptation to development and support from the masses.
Fourth, solidly promote the transformation of cadres’ work style. We adhere to the combination of strict management and love, pay equal attention to encouragement and restraint, continue to deepen the construction of work style, boost the spirit of cadres, temper good work style and show new achievements. We resolutely attacked the four winds, especially formalism and bureaucracy, and severely investigated and dealt with a number of mental problems that violated the eight central regulations. We have formulated and promulgated the Implementation Opinions on Encouraging Cadres to Take on New Tasks in the New Era, so that the broad masses of cadres in party member can be motivated and look forward to it. The implementation of differentiated classification assessment for leading cadres, linking the assessment results with rewards, selecting the best first, and using cadres, effectively solved the problems of doing and not doing the same, doing more and doing less, and doing well and doing badly.
Fifth, we will further promote the building of a clean and honest party style and the fight against corruption. We formulated and issued opinions on implementing the main responsibility of the Party Committee and the supervision responsibility of the Discipline Inspection Commission in building a clean and honest party style, and built a comprehensive and strict party management responsibility system with clear main body, clear responsibilities and organic connection. Deepen the use of the "four forms" of supervision and discipline, formulate and promulgate the "Measures on the Use of the" First Form "of Supervision and Discipline", and make early warnings and early corrections for the emerging problems found. Strengthen the restriction and supervision of the operation of power, so that power can operate in the sun. Continue to strengthen political inspections, and the deterrent effect of "patrol sword" and "supervision probe" has been well developed. In accordance with the requirements of the central authorities, our province has achieved full coverage of the first provincial party Committee, which is not only good at finding problems, but also effectively solving and rectifying problems. Adhere to targeted treatment and precise punishment, carry out problem clues, strictly investigate corruption problems around the masses in the field of poverty alleviation, and effectively reduce the stock and curb the increase. The overwhelming situation of the anti-corruption struggle has been formed and consolidated.
